Gee, I'm starting to be sorry I mentioned this.

A 4 wire 1 phase connector has 2 phase (hot) wires, a neutral (white),
and a ground (green). It would NOT be "perfectly safe" to have what is
supposed to be a neutral pin connected to a 240v hot phase. This is why
different plugs are made and legally required.

Think about plugging your toaster into what looks like the right kind of
outlet and getting 240v across it. This is why there is a specific
configuration for each voltage/current/phase combination.
