Well I have a triplex that I rewired as part of a remodel.
There are four meter bases, one for each unit and one for
the laundry room. There is a panel for each meter base at
the meter bases. The upstairs unit has a sub panel, fed from
a single 100 amp main, that contains all of the breakers for
that unit. They made me run a bare copper wire to an 8'
ground rod and then had me run another bare copper wire to
the ground rod at the meter base. This is what the
"Inspector" required.
