My inspector did not want another ground rod at my sub panel (only one
meter, one main panel with ground rod, one sub-panel with no ground rod but
with fourth wire) and I had to use 4 wires to run to the subpanel. Maybe it
depends on what kind of drugs the inspector is on? He did say it was a new
rule. But thats all I know about it.

<Well I have a triplex that I rewired as part of a remodel.
<There are four meter bases, one for each unit and one for
<the laundry room. There is a panel for each meter base at
<the meter bases. The upstairs unit has a sub panel, fed from
<a single 100 amp main, that contains all of the breakers for
<that unit. They made me run a bare copper wire to an 8'
<ground rod and then had me run another bare copper wire to
<the ground rod at the meter base. This is what the
<"Inspector" required.
