Depends if you are talking rules or convention. The green ground is an
NEC rule. Black, red, and blue for the phase wires is a common
convention but is not required. All the code says is that they can't be
white, gray, or green.

One other rule is that the high leg of a grounded center tapped delta
system must be orange. In that case the common convention is brown,
orange, yellow.

Four wire SO cord only comes in black, white, red, green, and the code
has an exception allowing it's use on 3 phase. I like to put blue (or
orange) tape on the white wire, though. It's a nice little reminder to a
guy who might be about to replace the plug with the wrong kind.

Or.... you could always call a licensed electrician. :)
