Yes they are. Paper made from rags, but paper nonetheless.
Real vellum is made from treated animal skins, sort of a thin untanned leather.
Most so-called vellum you see nowdays is just a BS name applied by marketing
departments to some of the nicer grades of paper.

However it is indeed the case that the "feel" on the ink on bank notes is caused
by differential compression of the paper which is itself a result of the
intaglio printing process used.
