No. If you don't place filters where the wires enter the box, the
EMI will flow right out the wires, which will act as transmitting
antennas.

Well, the box is necessary, but any holes, especially with wires
passing through defeat the purpose. Aluminum works fine, steel
is only beneficial with strong, low frequency magnetic radiation.
