So what you are saying is that you are happy to accept the stackup of
two additional sets of tolerances, and he is not.

His collet will only necessarily be innaccurate and non-concentric
from this operation (as opposed to from other operations or mistakes)
if his spindle is off, and if his spindle is off then the only way he
can do accurate work with a collet is to use one finished in place in
that spindle.

Interchangeable parts are great - provided you are willing to pay to
make them all accurately enough that any mating combination will be in
spec. Hand fitting is not, in fact, dead.
