there are some window managers for X with a very win9x look&feel
to them so you wouldnt be too lost from the start
I personaly prefer KDE for usability but... OK.OK back to the question

EMC can be set up to use a remote terminal (windoze box) for the user
interface ,some details are at

I havent done this (most people havent)
there is also a windows version of Tcl/TK so you could start with
one of the existing user interfaces from EMC

the UI does not run as a realtime task so this should not cause
any patent issues with RTL (? I think)

I've heard P100+STG card and anything faster for steppers on
the parallel port
