This is exactly what netboot is about. LTSP describes freeware that does the
job of booting a no moving parts pc. You can start the boot up using a
floppy like you describe or you can burn a little ROM that resides on the
network card that does the job of finding the correct boot image.

The host PC could be any OS that someone understands how to do it.
