YES, It can be done....BUT:

It would be much cheaper to buy a brand new vertical mill.

If I were inclined to tackle a project like this, the first thing I'd do is
remove all the existing horizontal equipment. Then I'd design a spindle
head assembly that would bolt onto the existing flat surface, using the
existing holes....if any. The motor would be integral with the head
assembly and would use electronic variable speed control.

For CNC conversion, I'd use the knee for the Z axis.

As far as I know there aren't any commercial bolt on units for a conversion
as described above.
