the increments are marked to work in inch or metric
1 is the smallest step the machine can make then 10X 100X 1000X for
multiples of the smallest step , usualy up to 2000X max

exactly
if you spin the handwheel faster than the machine can keep up
you WANT it to throw out any extra steps ,that way the machine will
only move while you are spining the wheel and will stop when you do
if you used a buffer to count all the steps the machine could keep
going for a while after you stop
and if your spining the handwheel that fast you wont be counting
the steps anyway
