You could, but you miss my point:

- variable resistance of the shaft turning by
shorting and opening the stepper coil terminals
aid not only in rapid turning, but also large
detents and high resistance available for incremental
one-at-a-time movements.

- an encoder will do a better job of encoding, but
even more important: if you use the stepper for
encoding you can't use the variable resistance
feature above.
