And most taps that I have seen have a "standard" shank size-not necessarily
the same as the major or minor diameter of the cutter part.

A standard set of collets has sufficient range to hold any size shank
within their min to max size range. Depending on the type collet,
they will each collapse a certain amount. The collapse amount varies
by type of collet and that determines the increments necessary to
actually have a "full" set of collets.
