The Treadmill motor controllers are _P_ulse _W_idth _M_odulation
controllers. They vary the speed of the motor by sending a stream of short
pulses of energy to the motor. Placing a (Small) cap on them to reduce
noise will "round" the top of the pulse, and depending on the size of the
cap, may cause a small (1-4%) Loss in torque at low speeds. I do not expect
the torque loss to be a problem for your setup because most treadmill motors
are 2H.p.+ and even with torque losses it will probably break parts on a
shoptask sized machine before you stall it.
