Please check if there is a file named 'eagle.key' in the directory
containing
the 'eagle.exe' file. If so, delete that file.
Also: check if there is a file named 'freeware.key' in that same directory.
If not, try installing EAGLE again - that file _must_ be there.

If all this is in place, the first dialog appearing when you first start
EAGLE should ask you whether you want to run the program as Freeware.
