Unfortunately, no. Gerbers in negative sense tell the raster plotter to
draw
with light 'off' and not draw with light 'on'. vector Gerber plotters
require you
to contact print the film.

Now, somebody's PCB software may have the feature to do this within
the package, but none I've seen does that. My raster photoplotter
has a check box option to make a negative image when generating
the plot. But, this doesn't change the content of the plot file, which
is
still describing the traces and pads, not the space around them.
