If you generate a positive image from the layout s/w, then the Gerber(or
HPGL, or whatever) output presumably follows the tracks; i.e., traces out
the copper that you want to retain.

It just seemed to me that if there are layout packages out there that can
generate a negative image (i.e., generate output that plots the areas of
copper that should be removed) then that is the information you need to
feed into the mill to define its toolpath.
