I use Netscape. it saves a copy of all outgoing mail in a file. I actually
know where the file is, but it is easier to let Netscape handle the
messages in the file. It is in a file folder called "Sent". Perhaps
MSIE has a similar feature. I refer to it often, as sometimes I want to
send a previous message to somebody else, or be sure I really
replied to somebody, etc.

Netscape also has a "Drafts" and "Unsent Mail" folders. If a message
fails to complete sending (mail server out of disk space!) you can't
get rid of the "composition" window without telling it what to do with
the unsent message. You can put it in drafts, or just kill it.

There is an offline mode that accumulates messages in the Unsent folder
and sends them next time you connect.

Probably neither. It is likely a problem at your ISP's host site, either
the system is too busy, out of disk space, or there are network
problems from the modems to the mail server.
