RELAY control would be mostly immune to EMI. I'd Examine:

Does the PLC have an "engineered" enclosure DESIGNED for high EMI noise
environments? Are the control cables shielded and bypassed/filtered?
Is the power supply internal to the enclosure, with filtering on the
power leads? If the PLC has a keyboard/display, are these shielded?
These are some of the things I'd look for.
