The only way to determine that, is to read the original license
agreement. That sets the rules. In a lot of circumstances you never
really "own" a piece of software, you are licensed to "use" the
software subject to the terms of the license. Transfer of that
limited license is controlled by the original agreement. In most
circumstances used (opened) software is not resellable. I will keep
my comments about the software industry to myself.

There are a lot of more user-friendly programs than MasterCam (even
the latest version) If you are not going to use it yourself then the
trash might be the best place for this to end up.
