Well, if just moving the work in X and Y is all you want, that should be
pretty easy.
If you want it to do all the fancy stuff with backing complicated tools
out of the part,
all by itself, when a short develops, no off-the-shelf general CNC
programs do that.

If you don't need the automatic back-out feature, then you could
probably adapt a 3-axis
CNC program to be used. Allowing the pulser to control the feedrate
should be very
doable with a number of systems.

Does it have servo motors or steppers?
