To answer your question - I built some Win 95 'real time' controls a few
years back using Borland's Delphi along with some 'intelligent' peripheral
boards - a DSP based frame grabber and a Compumotor three axis stepper/servo
driver. The frame grabber (actuall, there were two of them) ran blob
analysis software to analyze an image and reported locations to the PC. The
PC ran the algorithm and calculated the number of steps the motors should
turn. The motor controllers took those step commands and generated the
acceleration profile to move the motors.

It worked like a charm. This was about six years ago.
