I think that the key in your excellent post is the notion of, "some
'intelligent' peripheral boards." These thing, although rather expensive
compared to the cost of a PC these days, can rather easily get around the
latency or non-deterministic nature of signals from the PC. Most
commercial CNC systems load part of the motion control into peripherals.
