No. You could do this with nothing but a PC.
The USC has a rate generator. You tell it the SPEED to move
at, and it outputs pulses at that rate, until you change the rate setting.
It also counts the pulses it has sent, keeping track of position. The
complication is you need a CPU to ramp the rate up at the beginning of the
move, and back down at the end.
