It depends on the gearing of the drive system and where the encoder is
mounted. By choices I mean that the encoder could be mounted on the shaft
of the motor (most typical) or a linear encoder where the encode is attached
to the "end-effector". The latter is much better than rotary but it is also
much more expensive. So this means that the encoder resolution measures the
motor-shaft movement. There is gearing between the motor and the
end-effector. The motor, encoder and gearing need to be chosen to get the
resolution required.
