Maybe. If the steps were more evenly spaced at 2000 (the multiplier
essentially turned off) than at 200, the motor might track better. In the
case where a CPU is limiting the step rate, then this would be
counterproductive.

Yes, it can make a huge difference. If the motors make a lot of noise when
they are ramping up and down in speed, then the damping is clearly not
right.
If the motors are nearly silent as they speed up and slow down, the damping
can't be too far off the optimum.
