You need to look up EMC on the net this turns a PC into a CNC
controller. Normally via a parallel port but other options are
available. EMC information can be found at www.linuxcnc.org. EMC
uses a realtime extension to Linux and there are a couple of options
there. This is free and involves the use of Linux.

If you look around the net there are also other free packages for DOS
and windows I believe. I use Linux and simply don't spend a lot of
time following the other stuff.

As to the serial port that is likely to be a very low performance
system. The default is to use the parallel port and then USB.
Higher performance systems make use of I/O cards optimized for CNC.
