First, wear safety glasses. if the thing sparks, the sparks will fly.

First, test with a multi-meter. Most likely there is nothing in there
if they have not been connected for a few days. Caps are not very
good for long term storage.

Then, use a regular household light bulb.

It will burn out if the voltage is over 125 volts or so, but since it
is basically a resistor, it will drain anything in the caps.

The light is a self regulating device so as long at the voltage is not
too great, the light will just turn on, then dim until it goes out.
At that point, you can leave the bulb on it for a few minutes to make
sure is goes dead. then use an old screwdriver, then jumper it with a
wire as you remove it.

If you want to save the cap, charge it with a couple volts. caps
should not be drained to a totally dead state if you want to have a
long live. And, they are probably worth $$ to someone in need.
