OK. Let's back up a bit here.

1. Do you have a stepper already mounted on your lathe?
2. Do you have a driver and power supply for this stepper motor?

If the above are true then you are already pretty close to being done.
The 555 Timer circuit is your easiest method of doing what you want.
You will need:

1. A breadboard to wire up the 555 Timer circuit and 5 Volt regulator.
2. Wire up a switch to select either high or low into the DIR pin of the
Stepper Driver.
3. Wire the output of the 555 timer circuit into the step input of the
Stepper Driver.

For component selection, if you are running a micro-stepper driver a
frequency output between 0 and 25kHz is more than enough.
