A CNC mill or router mechanism would probably be unsuitable for 3D printing. The mill and router are built to withstand the forces generated by the cutting tool, for for 3D printing what you need is blinding speed as you are trying to fill a volume using plastic filament of nearly microscopic fineness. The movement mechanism only needs to be strong and stiff enough to overcome its own interial forces. The closest appropriate mechanism would be a CNC plasma or torch cutter, which also encounters no cutting forces.

Any suggestions on which Yahoo groups to follow for 3D plastic printing.
I don't really want to build a reprap or buy a makerbot. More like
thinking of adding the head to my CNC JGRO type router.

But I'm wondering what sort of rates these units need for the X and Y
axis.
