First choice of course is let them do it(if they haven't already
devised a solution).

Less desirable, but maybe the quickest solution:

If the controller is a Windows ap, you could use a macro program to
run it in MDI with Sendkeys. Every time you click the pulse wheel,
it sends a:

G91
G01 X.01 F10.0(pick the axis, step distance, and feed rate with your
macro program interfaced to the pulse wheel assy)
G90
RUN

etc.


With EMC, tickle could probably do something similar. I'm assuming
that EMC has an MDI capability.
