Hi Bill;

You could also get some tubing sized to make a sleeve around the tool, Drill
and tap it to hold it to the tool, round the end where X amount of the tool is
allowed to extend out, polish it smooth so as not to tear up the traces, and
just use sleeve pressure to hold the PCB flat at the cutting location. The
actual cutting location would be the only place that actually needs to be held
flat at any time.
