Doug,

It's some gobble-de-gook about the triple point of water..... when
it's referenced to Kelvin it's 273.16 but when referenced to Celcius
it's 273.15..... and they do mention the 0.01 K difference !! I
don't care, my windscreen wipers never seem to work at that
temperature anyway ;-)
