EMC selects exact stop mode (G61) or contouring mode (G64), so you can
flip back and forth right
in the G-code.

I think EMC figures out if the acceleration limit of the machine would
be exceeded by the change
form one block to the next, and it will decelerate to a full stop and
then accelerate on the next
block in cases where available acceration isn't enough to do it without
the stop.
