This is Jan Axelson's site. See also her P-port and serial port
sections. www.lvr.com is probably the most comprehensive and newbie
understandable PC "port" site on the net...

You should be able to figure a few different ways to control a CNC
machine using info found here<G>

P.S. As for your described device; it sounds like something that was
published in Nuts and Volts magazine at some point not too far back.
Might want to look them up and ask. (May have been in one of the now-
defunct electronics mags, or may have been a serial or pport
implementation. My memory is not as good as it once was...)
