Dave -

Reaming won't help you with runout. I think they are talking about the
ID not being in the same location as the OD. In which case you would
want an undersize bore that you can bore to the size, and location
that you want. You can't ream an undersized hole to the correct
location. You can however, use a good solid boring bar and locate the
hole correctly as you are boring it to size.
