Also keep in mind that how deep you cut is also related to the runout (which
can break small end mills). The hand drill probably has quite a bit of
runout, requiring a shallower cut.
Hand drills also aren't made to take the side loads, which would necessitate
taking an even less aggressive cut.

Normally tool makers only want to go 1 to 1 (diameter to depth) on an
end mills. I've gone deeper on a CNC machine, but not a hand drill. When
you take deep cut carbide works better it is stronger than high speed.
Spiral cutters cut free than a straight fluted cutter.
Contact the maker of the end mill and they will give you a catalog or
many of them have the info online to get the speeds & feeds you need.
They will also have the formulas you need.
