Ya' know, when I first CNC'd my machine, I carefully constructed the controller box to allow me to disconnect the motors and run it manually. After about 2 years, I think I did ONE manual operation. So I don't think I will need the hand crank.
I was wondering if the Z axis will fall down of it's own weight when the machine is powered down...
And I like your idea about a stepped base plate! Thanks!

You would have to accommodate the crank handle either on the motor or idler to allow
hand adjustment. I supposed you could make a more elaborate base plate also, the sides where the screw are attached could be about 2" higher, between that and the tooling sticking down from the spindle you'd have some more clearance.
