In simple terms, yes. You can even go the other way! The limit to that is
the breakdown voltage of the insulation.
With your example, you will get 60V out of the secondary, but you probably
won't be able to get anything like twice the current as the limiting factor
will be the thickness of the wire used for the seconday.
