Do Not connect the outer legs together unless you like to see really
big sparks fly and also have a need to get reaquainted with your shop
circuit breaker!

Use the outer legs for 220. Use the center tap and one end for 110.

Does your transformer have a secondary? If not, it is an
autotransformer. Then use the outside legs for 220, the center tap
for 110 loads or visa versa.
