I dont know if youre gona like the sound of this but Linux is
making some moves in the embeded system market ;-)
(complete control with no licencing fees )
head over to
http://www.linuxdevices.com and run a search on BIOS or
Elan and you will find some stuff that may be usefull to ya
Linux actualy never uses the BIOS once its loaded so a simple
bootstrap loader will work
there is also at least one realtime version of the linux kernel
built for a 386sx and booting from a floppy

and a couple of Linux-PLC type projects are in the works
