The bottom will have a cutting action if you'll file a relief angle on the
bottom of the flutes as I mentioned once before. And yes, it does matter.

If your worried about the work "grabbing the tool, and all those other
points made where it's been said not to use an end mill in the drill
press...just clamp the work securely and work slowly.
