Already mentioned are the counterbores sold for precisely this
purpose. Any good tool grinding shop will be able to make "step
drills" for you out of standard drill bits so you can do this in one
pass/operation. These step drills are also available commercially in
the standard socket capscrew sizes. After all, LOTS of folks use
socket capscrews... The stepdrill finish may not be as good as the
C/B "two step" process; so if yer specs are tight...

BTW, the c/b's are sold in three classes of "fit" (size of
counterbore in relation to the capscrew head); so be sure you get
what you need.
