It seems to me that it should be fairly easy to write a free standing
post-post-processor that reads two or three axis G code and adds
appropriate C axis commands derived from either the distance of each
XY move in the file, or the direction, and outputs the result to a new
4 axis G code file.

If the C axis is being used to orient a directional cutter (what I
think is desired for this engraving) then one would need to be sure
that most of the orientation move happened while the X and Y where
stopped. This might require short dwell commands to frame it, or
making the C axis move a 'rapid' otherwise it might be excessively
blended with the preceding and following XY motions - but this is
probably not a problem, and the fix would result in jerky motion.
