tangential cutter software

I am making a machine to cut 2mm thick cardboard for architectural
models and fabric cutting. I am looking for CAM software for this
that will operate a tangential cutter. My arrangement is with a xyzc
machine. The c being the rotation of the knife. The z can be either
stepper or solenoid controlled.

The only software I have found so far that will automatically output
c as tangential to a drawn line is Dancam. Even still I don't know
how
to obtain dancam as his website dosen't seem to have it available.

I do have a small budget available for the software and would greatly
appreciate any leads on suitable programs. I already use Autocad for
the cad so it is the cam side of the equation that I am searching high
and low for.

Also if anyone has built a similar machine or is planning to I would
be very happy to hear from you.
