It appears your saying a of power is needed.
This isn't necessarily so. If the tool changer is properly designed, power
can be reduced significantly via mechanical advantage. Mechanical advantage
does not automatically mean using a screw either.
Possibly the loud air sounds being heard during tool change comes from the
air cylinder as the air is evacuated as the cylinder piston moves. This can
be reduces using proper air silencing mechanisms.
