The cheapest "toolchanger" on a lathe is a long crosslide. Put a
cutoff tool upside down in the back (behind the spindle), and a few
toolposts far enough apart to be able to use each independantly...

This assumes "chucker" operation; i.e., no tailstock.

However, you can buy a tailstock turret pretty inexpensively from
grizzly. It doesn't come "automatic", But I'm working on it<G>
