that is interested.

I think that's the whole, unspoken point of the website. I don't know the
whole story, but it seems that after being in the public domain for a while,
a copyright was granted to the U.S. Product Data Association for IGES. The
folks who made that website seem to want it in the public domain (where it
probably belongs).
