The difference between a regulated PS and an unregulated one, at
least as far was home-brew is concerned is cost and simplicity.

since unregulated work percectly and there is no added benefit to use
a regulated PS, why spend the cash and or time ?

You didn't mention you total motor amp load, but since you indicated
that the power supply was overkill, I assume you mean that it is
rated for more amps than the total of the steppers.

If you need 28volts for your steppers, then you are fine.
