You might still be able to use the MT1 in the spindle to actuate the gripping
action of the claws which hold the toolholder in place.
But the self-holding attribute of the MT1 might still be a problem, and use of a
drawbolt might still be preferable.
You could have some wrench-like device which engages the head of the drawbolt
when the mill head in in the toolchange position, so that the drawbolt loosening
and tightening is accomplished by the spindle motor. Essentially you would have
a spring-loaded socket wrench with a friction clutch on it to limit the
tightening torque. The clutch would have to be direction-dependent to ensure you
have more loosening torque than tightening torque.
This all assumes you have computer bidirectional control of the spindle speed.

assumes that the cutter will locate inside the spindle, but there's
no reason why an adaptor can not fit on the end on the spindle and
interface to a quick change tool, I think there would still be
